Our Board members are passionately committed to improving the lives of carers, and bring a wide range of skills and experience to help us achieve our aims. Many of them also have personal experience of caring.
Sue Peden AM – Chair
Board Director since 2013
After caring for two of her four children who were born with a rare, life-shortening, genetic disorder and personally experienced the issues faced by carers, Sue joined the board in 2013.
Working in advertising for more than 30 years, including establishing her own agency which was sold five years later, Sue’s professional focus is business and brand strategy, consumer insight and stakeholder management. Her current business, Sue Peden Communication Consulting, works with large multi-nations through to start-ups.
Sue was elected President in February 2017. She has been on the Business Development and Governance committees, chairs the Remuneration and Nominations Committee, has been part of various working groups and sits on the board of Carers Australia.
Sue has a Bachelor of Commerce from the University of Melbourne, is a graduate of the Australian Institute of Company Directors and was recently awarded the Member of the Order of Australia (AM) for Significant Service to Community.
Callum Ingram – Deputy Chair
Board Director since 2016
Callum is currently the Head of Strategy & Transformation at the Institute of Public Administration Australia (Victoria). Callum’s public sector career spans over 20 years and includes a variety of leadership roles including as Executive Director, People Performance & Systems, Family Safety Victoria, Director of Corporate Services, Museums Victoria, and Director, Courts and Tribunal Unit, Department of Justice.
Utilising his academic background in public administration, law and medical science, Callum has held executive and leadership positions within the public sector, commercial and not-for-profit organisations, and has extensive experience in corporate services, governance, strategy, and policy development across a range of industries including the Victorian, UK and Scottish administrations, seafood and the arts.
Callum also sits on the Boards of Carers Australia and the Aurora Foundation Ltd.
Callum is a member of the Governance Committee.
Guy Carvalho - Treasurer
Board Director since 2015
Guy has over 30 years of experience as a Senior Financial and Commercial Executive in growing business portfolios across a range of customer segments, industries and companies in Australia and the Asia-Pacific region.
Guy has the strong belief that people are the single biggest asset for any organisation and none more so than for not-for-profit organisations such as Carers Victoria representing the legion of carers spread across the State making a profound difference, every day. He believes that the rapid evolution of inclusive technologies can provide a paradigm shift in the way we provide greater support and recognition of carers of all ages. Guy is currently part of the senior management team at Australia Post.
Board Director since 2005
Helen, husband Peter and their two sons, Jayden and Ben, live in regional Traralgon, enabling Helen to provide a regional/rural 'carer' perspective to the Board.
Their youngest son Ben, now 26 years old, was born with an extremely rare syndrome causing multiple severe and profound disabilities. He also became a paraplegic in 2009 due to an unexplained post-operative medical complication causing a spinal cord injury.
Helen also cared for her chronically ill father who lived in their family home for over seven years until he passed away in 2010.
Helen has decades of experience as a family carer and working in the disability sector. She works part-time for the Association for Children with a Disability (ACD) as a State-wide Workshop Facilitator for parents and professionals and a Support Advisor throughout Victoria. She also worked for over 39 years with Westpac and resigned in 2019 to focus on her disability and carer advocacy.
Helen has significant experience in systemic, community and individual advocacy at regional, state and national levels. She held a six-year term on the Board of Carers Australia and is currently one of their Ambassadors. With Helen's lived carer experience, professional background and as a graduate of the Australian Institute of Company Directors, she contributes various skills to the board particularly in the areas of Strategy, Finance, Audit and Risk.
Board Director since 2021
Carol has over 17 years’ experience in the Human Resources arena. She has developed and implemented a broad range of leadership, strategic human resource management and organisational capability programs. As an experienced HR consultant, she has proven ability to coach managers, facilitate a range of corporate programs and work at Board level. She has extensive experience in change management, strategic planning, and has a passion for education and training.
Carol has a young son who has the Treacher Collins syndrome and is deaf. She is committed to enhancing the level of support and opportunities for Carers and their families. She is excited to be able to contribute to Carers Victoria and ensure its long-term success. Her formal qualifications include a Bachelor of Commerce (Honours) and Masters of Management. She has also completed the AICD Womens’ Board leadership program.

Charles Hardman is a specialist in organisational transformation. With over 20 years experience working within some of Australia’s largest companies both here and overseas, Charles specialises in defining, designing, and delivering solutions that will not only solve problems, but which will also set organisations up for even greater sustained success.
Charles is a member of the Governance Committee.
Board Director since 2018
Gerard has many years’ boardroom experience with appointments in the NFP sector and with privately unlisted companies. As a company director, Gerard has a keen interest in corporate governance and risk management, and has an extensive professional background in information and communications technology (ICT) and digital strategies, transforming his client’s business operations into astute industry leaders.
He also has over 25 years of corporate business management experience within the manufacturing, ICT and building and construction industries.
Gerard has mentored many ICT professionals in the execution of ICT-based projects, the management of ICT services and continues to do so in conjunction with managing his successful ICT services company.
His collaborative approach unifies the people around Gerard, and his consultative methods result in positive outcomes and clear courses of action.
Board Director / AR&C Committee Member since 2021
An experienced Chartered Accountant with Big 4 training further developed in industry through extensive assurance and governance focus including enterprise risk management, compliance and regulatory, internal audit, operational improvement and excellence, business resilience and policy frameworks.
Tina’s philosophy is to apply sound commercial acumen to the delivery of business outcomes.
She has broad experience in industries including Telco, Education (HE & VE), Retail, Consumer and Healthcare.
She has demonstrated skills with the ability to drive change management in dynamic and complex organisations, aligning strategic imperatives with business operations to support growth, vision and improving corporate governance.
Tina has worked closely with Boards, ARCs, Subcommittees and Executive Leadership Teams (SteerCo’s) and believes that her ability to drive uplift and maturity lies directly with her team and has a high focus on people management skills including leadership and mentoring to achieve a strong team culture.
Board Director since 2022
Nick currently holds a director role in the Victorian public sector, with responsibility for the corporate services functions of finance, people, IT and governance. Nick previously had over 15 years of public sector consulting experience with clients in the UK and throughout Victoria, across state departments, local government, emergency services and public entities.
A qualified facilitator and trainer, he is passionate about using his skills to support and improve public value organisations. With personal and family experience of caring, Nick is also active as a volunteer in local school and sporting organisations.
Nick is a Board Director and Audit Risk and Compliance Committee member for Carers Victoria.

Judith Abbott - CEO
Judith is a highly qualified and well-rounded senior executive with extensive experience in government, not-for-profit and private organisations. She has particular strengths in organisational strategy, policy and advocacy, planning, and managing through change with a sophisticated understanding of how government works. Judith is an engaging and enthusiastic leader who is also a natural connector with a rich network. She delivers creative and sustainable solutions to complex problems, effectively working in complex and often contested governance and operating environments. She has extensive experience working with boards, committees, ministers and sector leaders. Passionate about improving systems, Judith is skilled at helping organisations develop effective strategy, policy and advocacy approaches that have a positive social impact.
Jeff Hallyburton - General Manager Business Support
Jeff is an experienced chartered accountant who has been involved in many diverse industries including manufacturing, finance, real estate and more recently not-for-profit.
He has a passion for leading teams to deliver results in an environment of strong communication with integrity and honesty.
Jeff enjoys golf, cricket and spending time with the grandchildren.
